Directs and administers human resource activities as a senior
member of the management team. Responsible for developing and
implementing policies and programs that support New Haven's overall
strategic direction, vision, and core values. Oversees various
areas of human resources, such employee relations, recruitment and
selection, compensation and benefits, training and development and
related systems. Remains informed of state and federal laws,
regulations, and plan design trends, ensuring that company's
policies and programs conform to laws and are competitive.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Professionally represents the Mission, Values and Vision of New
Haven Youth & Family Services and acts as a role model within and
outside of the agency, utilizing the principles of a Servant

3. Proposes, formulates, publishes and administers personnel
policies, directing the interpretation and application of said
policies throughout the company in adherence to agency practices,
reviewing annually for recommendations for improvement.
4. Recommends, evaluates, and participates in Staff Development for
Agency. Directs the New Haven's employee recruitment, adhering to
all applicable laws and regulations. Assists the CEO directly in
recruiting, transfer, development and termination of key employees.
Ensures that the New Haven is competitive and equitable.
Coordinates recruitment efforts with hiring managers, coordinates
interviews, accepts resumes and applications, interviews and
assists with the final decision process.
5. Develops and maintains a human resources system that meets
Agency personnel information needs, pay and benefits systems, and
oversees human resources databases. Directs payroll requests for
processing to payroll, protects interests of employees in
accordance with company's policies and applicable labor, pay and
benefits laws and regulations.
6. Works directly with department managers to assist them in
carrying out their responsibilities on personnel matters.
7. Assists management in the annual review, preparation and
administration of Agency wage and salary program. Manages
performance review process and related salary pool. Conducts
research, assimilates data and creates a wage/salary scale.
8. Creates, coordinates and manages job descriptions. Administers
classification programs, which includes classifying and
reclassifying positions and writing job descriptions.
9. Responsible for Agency compliance with Federal and State
legislation pertaining to all personnel matters. Answers any
questions and/or requests by EDD, FEHA and other governmental
agencies, including employee complaints. Represents New Haven at
10. Responsible for and advises on company's health and safety
programs, including applicable OSHA and ADA regulations and
worker's compensation claims handling and tracking. Assists with

meetings. Obtains bids upon renewal, confers with management
regarding benefits costs, makes recommendation as to
employer/employee cost sharing, performs open enrollment and
benefits meetings, processes applications.
12. Coordinates and/or conducts exit interviews to determine
reasons behind separation.
13. Prepares, recommends and maintains over site of personnel and
employee licensing records, company property assigned to employees,
and establish procedures relative to confidential systems to both
control personnel transactions and reporting personnel data.
Bachelor's Degree required; Masters degree preferred. -PHR or SPHR
or similar preferred. -Minimum of five years experience with in
human resources at the managerial level required. Must be able to
meet all licensing requirements of facility in addition to passing
drug test, clean driving record and physical assessments.
